You need something that can grab the rag. I would start with a bent metal coat hanger. If the rag is not very far down you should be able to hook the rag and pull it back up. Do not try and push the rag down farther. You need to get it out of your pipes or it will just cause more problems later. I believe there are "snakes" that are made to pull items out of pipes. You may want to ask someone at your local home center or hardware store.
